Yes. If you want to sell cosmetic products in the EU (either as a distributor, importer or a brand owner), then you will need to assign a ‘Responsible Person’ to your brand. You only need one Responsible Person for your brand to launch in all EU countries.
Technically, anyone with an address in the EU/ UK can be the Responsible Person. HOWEVER, you do need to make sure that they have an up to date knowledge of the ever changing EU (& UK after Brexit) regulations to ensure that the product remains safe and legal. Take a look at cosmetic regulation (EC) No 1223/2009. “Only cosmetic products for which a legal or natural person is designated within the Community as ‘responsible person’ shall be placed on the market. In order to establish clear responsibilities, each cosmetic product should be linked to a responsible person established within the Community”.
