What is the CPNP?
The CPNP is an electronic notification platform. It ensures that brands comply with EU legislation, by requiring the submission of important information about their products before launch. It allows product information to be seen by the relevant authorities. Be aware that it is not open to the public. Access is restricted to the Competent Authorities (for the purposes of market surveillance, market analysis, evaluation and consumer information) and to the Poison Centres or similar bodies established by Member States (for the purposes of medical treatment).

CPNP ‘what you need to know’

  • CPNP stands for ‘Cosmetic Products Notification Portal’. It is an electronic notification platform which captures information about your product so that it is visible to the EU authorities.
  • Your product needs to be notified on the portal by the Responsible Person for the brand.
  • It is a notification only, and not an approval that your product is compliant or safe.
  • Make sure that you have all the required technical information for your product, including a CPSR before you attempt the notification, which can be time consuming and complicated. The expert team at PCR can take care of the entire process for you.

Cosmetic Products Notification Portal

Yes. In order to launch any cosmetics product, it is a legal requirement for you to notify the Cosmetic Products Notification Portal (CPNP) before it goes on sale. It has been the law since July 2013.

Think of the CPNP as the final step before launch. Before you attempt the CPNP notification, you will need to have all your technical product information complete and available. We can manage and simplify this process for you, talk to us to find out more.

It is the obligation of the Responsible Person to register a cosmetic product in the CPNP. In principle, anyone can register a product on the CPNP. It doesn’t cost anything and is open to all. However, it is a time-consuming job which requires you to input all the technical information about your products and the Responsible Person. UK-based Responsible Person?  The transition period on Brexit ended on 1 January 2021, and UK-based RPs will no longer have access to their CPNP account.

Northern Ireland-based RPs will continue to have access. This will be implemented on the basis of the declared postal code (e.g. Northern Ireland postal codes will be retained, all remaining UK postal codes will be disconnected).
